Theory of Change The health care system is complex, as are the policies and politics that would improve it. But one simple truth is that strong leadership is a vital ingredient for real reform, and this is why Better Health Care Together’s theory of change centers around leadership. Better Health Care Together’s membership comprises the presidents and CEOs of leading companies, labor organizations, and civil society organizations. Its method is for these leaders to challenge public leaders to act on common sense reform principles with a clear deadline – 2012.
